TDF litigation director cross-examines Ian Freeman, the deputy minister of Ontario’s Ministry of Transport. Under the Emergencies Act, tow trucks would not be able to drop out. But these documents show that three towing companies were providing their services willingly.

During testimony from a Ministry of Transport official, the commission presents an email discussing how the OPP could use drivers licences to potentially identify protesters.
