According to police testimony during a parliamentary committee meeting, on February 12, 2022 before the Emergencies Act was invoked, police had a plan and adequate police resources in place to dismantle the Ottawa freedom protest before the Emergencies Act was invoked.
During testimony the RCMP was asked “12th of February you confident that the police were at a point where their plan would be successful in removing and clearing, making whatever is necessary. The people that were situated on Wellington Street and beyond.” RCMP confirmed that they were confident that the convoy could be removed with the existing plan “I was briefed of the planet a 12th. I’m confident. And as I mentioned earlier, this is a plan that’s in motion. It’s dynamic. It’s fluid because of what we’re seeing on a train. But I’m confident it might have tweaked a little bit as we move to the kinetic portion. But yes, I was confident, but certainly that no concerns if I may, you had no concerns that you didn’t have the resources didn’t have the capability and capacity to actually operationalize the plan.”
