Prime Minister Justin Trudeau and his cabinet have yet to make a final decision, but several sources confirmed ministers will soon consider ended the use of the unpopular ArriveCAN app.

This move follows after A constitutional freedoms group filed a lawsuit in the Federal Court of Canada against the mandatory use of the ArriveCAN app.

The legal challenge was launched by the Justice Centre for Constitutional Freedoms (JCCF) on behalf of 11 Canadians who were allegedly fined or ordered to quarantine for 14 days after returning to Canada.

“The applicants involved in this legal challenge have received fines of up to $8,500 each and been forced to disclose private medical information via ArriveCAN,” the group stated in a news release.

A report prepared for the Liberal Party of Canada in June of 2022 shows that the vaccines have little benefit for those under 60 further recommending that it is time to end travel mandates.

“it is evident that the Ontario data presented in this report support that COVID-19 vaccines can benefit those 60 years and older and especially, those at least 70 years of age. However, it is not so clear that they benefit those under 60 years of age. Consequently, one must question mass vaccination programs, mandates, passports and travel bans for all age groups, given the adverse events and the unknown long-term effects of the vaccines.”

The government wants the court to declare the challenges moot because the Liberals suspended the travel mandate (barring international arrivals) on June 20, warning it could be brought back depending on circumstances, but applicants still want the case heard by a judge.

To defend the mandates the government presented 16 witnesses and experts in court case Karl Harrison et al. v Attorney General.

Jennifer Little, director general of the COVID Recovery Team at Transport Canada, wrote the travel mandate policy and testified on June 9 and 10 that neither PHAC nor its parent department Health Canada had made a recommendation for the mandate.

A Canadian government epidemiologist in charge of reviewing COVID-19 scientific literature testified in court that there is little information available on the impacts of vaccination on in-flight transmission of the virus.

Waddell testified as a government witness on May 31 in defense of the government’s vaccine mandate in travel. “There are not many studies that look at vaccination status, most of the research that’s been done occurred prior to widespread vaccination,” said Dr. Lisa Waddell of the Emerging Sciences Group at the Public Health Agency of Canada (PHAC).

Waddell and her team were responsible for reviewing and assessing the evidence regarding in-flight transmission of the SARS-CoV-2 virus, which causes COVID-19. Waddell testified she considers that to be low risk.

Waddell also said that the PHAC brief did not recommend vaccination as a requirement to travel by air.

So what’s behind all of the passport delays?

“Of 26,136 Service Canada’s employees that handles passport applications, a total 18,362 are working from home.”

Passport offices have been experiencing staffing shortages.

At this point, the police have had to intervene in lineups at passport offices, and they’re not just managing people’s anger. They’re answering questions on behalf of federal employees.

Citizens spent the weekend seeing for themselves that no one from the federal government was there at work to help.

“Citizens I camped out all weekend in front of Service Canada offices to try to get a passport. In spite of the wind and the rain, they stayed outside all weekend trying to access this service.”

As many Canadians look to travel abroad, some passport seekers say they’ve been forced to camp outside service centers or reschedule trips because of the bureaucratic bottleneck.

Other travelers complain that Passport Canada online application status tracker is not working and no one is answering passport Canada phone number.

Service Canada announced it had hired 600 new employees to help with processing passport applications, had opened more dedicated passport intake counters in Service Canada locations, had created more processing hubs, and had introduced a new workload management system and processing technology to increase efficiency.

Service Canada continues to hire and train more employees, including the integration of up to 600 new employees over the course of the year and the reassignment of up to 600 employees to passport service delivery.

Minister Karina Gould said “We understand that this situation is difficult and stressful. … The minister has directed officials to work as hard as possible to meet the demand and to examine operations to ensure they’re doing everything they can,”

Canadians continue to have to pay Service Canada for expedited passports, despite the minister assuring this house, that this wouldn’t be the case, half the time they’re not even getting the enhanced service they’re being forced to pay for this directive first came out weeks ago. And yet it’s still not being implemented.

He said there were no metrics to justify these mandates and no metrics that can be met to lift them and well, infectious disease experts and now PHAC are both pointing to politics as the reason for federal mandates.  Conservatives are asking when will the Prime Minister and this government drop the politics and end the mandates.

“I understand how tired everyone is of the pandemic, of the different rules and restrictions that we have to go through but most people understand that this pandemic is not over,” Trudeau said,“Every step of the way, we will continue to be guided by the best science.”

To aid the flow of passengers at Canada’s airports, the federal government announced a pause on Mandatory Random Testing through to June 30, 2022, but that pause expires in only a few hours, and random testing will continue, albeit off-site.

Canadian travel and tourism experts said “Removing the entire testing process from airports will ease the passenger experience, particularly once staffing issues with third-party agencies have been dealt with,” the Roundtable said. “It is critical that the government not allow these restrictions to come back into force and push the sector backwards.

The Roundtable requests that the federal government meet with the members in July to discuss government and industry jointly developing a contingency response plan for the fall. “Working together, we can ensure that future measures are rooted in science and can be implemented without unnecessarily impacting Canadians, workers and our sector.”
